On April 16, the Parliament debated in the second reading the draft law on Amending the RA Law on Military Service and the Serviceman’s Status authored by the NA Bright Armenia Faction . According to the key rapporteur Anna Kostanyan, as a result of the proposed amendments the ones who have not finished the professional education program, but a citizen studying in the final year and a subject to the compulsory military service will be given a deferral once until the day of graduation by the RA Government decision, however no more than the day of turning 20 years old. The law will come into force from the day following its official publication. The Head Committee – the Standing Committee, on Defense and Security endorsed the bill.

The RA Deputy Minister of Defense Arman Sargsyan with his co-report noted that the text of the draft law presented in the second reading was revised by the authors on the basis of the Government proposals, therefore the Government is in favor of adoption of the draft law.

According to the Deputy Chair of the RA NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport Hovhannes Hovhannisyan, still in 2018, when there was no such regulation in the form of a law, the boys studying in colleges were given a deferral by the Government decision.

Hovhannes Hovhannisyan highlighted the adoption of the draft law on regulating the existing gaps.

The draft law on Amending the RA Law on Military Service and the Serviceman’s Status authored by the NA Bright Armenia Faction was debated in the second reading too. The necessity of adopting the draft law is based on the fact that a serviceman who has reached the age limit is dismissed, whereas there are a lot of cases when there is a wish to continue a service. It is proposed by the bill to raise the age of the contractual military service in the Armed Forces and other troops. As Gevorg Gorgisyan stated, the Government has proposed to change and set different age scales by military ranks for the reserve servicemen who are allowed to be included in the Armed Forces. The proposed amendments are accepted by the authors.

The member of the Head Committee (Standing Committee) on Defense and Security highlighted and considered the proposed amendments demanded.

According to the RA Deputy Minister of Defense Arman Sargsyan, the appropriate age threshold is raised on average of 5 years. As he stated, the implemented amendments will result in the increase of the efficiency of the replenishing process the Armed Forces.
